Additional Minnesota Viking Commentary

Rule Changes: {Revised 12/5/19}
1. Assessed Penalty Yards: Equal Protection Under the Law:
Any penalty that can be assessed to the defense that would be 1/2 the distance to the goal, shall equally apply to the offense.  In other words, if it's third  & goal at the 2, and the defense is caught in the neutral zone, the ball is moved to the 1 ... repeat 3rd down.  So, if it's 3rd & goal at the 2 yard line, and the offense is assessed a holding penalty in the same situation, 1/2 the distance to the goal shall move the ball to the 3 yard line ... repeat 3rd down.  The Red Zone is the most difficult area of the field for the offense to work in, where it doesn't make sense to give the defense the advantage in regard to all penalties accessed to the offense.  Keep in mind that in the NFL ... it's all about scoring.  

2. Revised Fumbles into the End Zone:
Any & all fumbles into the end zone must have clear possession before it can be awarded.  If the possession of that fumble is clearly obtained by the defense in the end zone, the ball shall be awarded to the defense, resulting in a touch-back, placing the ball at the 20 yard line, 1st & ten.  Any fumble into the end zone, without clear possession by either team, shall place the ball back at the point of the runner last point of possession, ending that down at the point of the fumble.  Only the original ball carrier of any fumbled ball can recover that fumbled ball in the end-zone to be achieve a touchdown.  If another member of the offense clearly recovers the ball in the end zone, the ball shall be marked back at the original point of the fumble, ending that down at that point.  In other words, if it is 2nd down & the ball is fumbled at the 1/2 yard line, and there is no clear recovery by either team, the ball shall be placed at the 1/2 yard line, 3rd down.  In that same instance, if the ball was recovered by some other player on the offense in the end zone, the ball would be marked at the 1/2 yard line, 3rd down.  To achieve a touchdown, only the runner with the ball can break the plane on any fumbled ball.  If a ball is fumbled outside of the end zone, and is recovered by another offensive player, that player may advance the ball into the end zone to achieve a touchdown.  All rules regarding fumbled balls that go out of bounds outside of the end zone shall remain in effect. 

  
3. Changing the KICKOFF RULES thereby shifting relevance to both Kicker's & "Spread-Out Receiver's" (Will require at least two separate receivers eliminating an up-field blocker):
a) Any kickoff received & downed in the end zone shall will place the ball at the 25 yard line.
b) Any 
kickoff driven though the uprights shall place the ball at the 10 yard line.
c) Any kickoff driven out of bounds thru any of the 10 yards of the end zones side lines will place the ball at the 15 yard line.

d) Any kick off driven through the back line of the end zone will place the ball at the 20 yard line.  
e) Any kick off driven out of bounds between the goal line & the 20 yard line will place the ball at the 40 yard line.

Any kick off driven out of bounds from the kicking teams 35 yard line to the receiving teams 20 yard line shall mark the ball where it goes out of bounds.  In other words, if the ball is driven out at the receiving teams 33 yard line, the ball is marked at the 33 yard line first & 10.    
g) An "On-Side-Kick" can only occur if the kicker first measure is to drive the ball into the ground, thereby negating the possibility of the receiving team calling for a fair catch.  No possession shall be awarded to either team until possession is established in the field of play by either the kicking or receiving team.  For any On-Side-Kick that goes out of bounds, a 5 yard penalty shall be assessed, followed by a re-kick.  Any second On-Side-Kick that goes out of bounds shall be awarded to the receiving team at the spot the ball goes out of bounds, or as ruled above.    

4.  Classify any quarterbacks Sideward Slide as Unprotected:
The league can only protect a quarterback that executes an unambiguous slide.  A quarterback on the run can give himself up by sliding feet first only, with feet outward toward the line of gain only.  Only then can the quarterback be guaranteed the full protection under league rule where no additional contact with that quarterback can ensue.  The ball is then marked where the quarterback begins his feet first slide.  Any & all sideward sliding techniques employed shall be considered ambiguous, where the defenders cannot discern the quarterbacks intent in regard to achieving the line of gain.  All sideward slides are considered runners, requiring no league protection, where the ball shall be marked at the achieved line of gain where that runner is touched down by contact.  No penalties can be accessed on the defense due to contact with any ambiguous sideward slide. 
 
 
5. Lasers to Detect Field Goals Passing Over Uprights:   
Lasers shall be installed over every up right, where any field goals passing over the upright must break the beam of the laser to be awarded as good.  The technology exists.  All kicks of this type are review-able.     

6. Ties:
If any regular season game ends in a tie, both teams will be entitled to at least a tie in the standings.  If one of the teams wins the game in overtime, that team shall record a win where the other shall be issued a tie.  Issuing a loss after tying in regulation just does not reflect what happened, or what was achieved on the field where even 1/2 a win & 1/2 a loss may result in a year end playoff birth. 
 
 
7. Defenseless Runner:  
Injury & player safety must maintain an umbrella of coverage for everyone not just receivers & quarterbacks.  If any runner is being held motionless or stationary by one or more defenders, which is then contacted "at velocity" helmet to helmet by the next defender ... what is known as a "Head Tap" ... a personal foul can be accessed.  Review of contact of this type does not have to be initiated from the field of play.  If the initiated contact is considered to be unsafe to a players safety, that HEAD TAP player shall be immediately ejected from the game.  All "Head Tap" personal fouls accessed on the field of play shall be reviewed where the personal foul can be overturned after the review reinforcing the concepts & techniques of safe play..   

8. Scoring:
All scoring attempts are review able.  Review of the ball braking the plane of the goal does not have to be initiated from the field of play.  A coaches challenge is not required to request an ambiguous review of the ball breaking the plane of the goal.  Having clear video evidence of a player breaking the plane of the goal, due to home field manipulation of instant replay, followed by a 4th down field goal is clearly unacceptable to every consumer.  Also, field Goal attempts shall also be reviewable, where a penalty can be accessed, even if a flag in not recorded on the play if there is clear video evidence of a foul.  All unsuccessful attempts shall have a minimum of three different angled replays prior to the ball being spotted for play, A review request does not have to be initiated from the field of play.

10. "K" Balls: 
All "K" balls are to be pre-rubbed with "Hudson River Mud" or similar, to remove shine from the balls like they do for leather major league base balls.  These balls are so shiny that visually it is hard to detect if they have been manipulated with something like silicone, which is convenient to thwart kicking attempts.  The Tony "OH-NO" Romo Rule .

11. Coaches Challenge:
Any correct coaches challenge shall be issued a 3rd challenge during regulation.  Whomever thought that it would be acceptable to have three favorable coaches challenges facing two unfavorable challenges did not think the present rule through.  At present, any unfavorable 1st challenge hinders & ties the hands of coaches from challenging anything further, unless that coach has the home field of replay ad nauseam, while running commercials, to give full advantage to the home team.  Don't even begin to say that this doesn't happen.  For the "Away Team", video evidence falls into the into a black hole ,,, where nothing ... like the truth ... can escape.  

12. Flag Etiquette:  
No flag, or hat for that matter, can be picked up once thrown until the referee explains why the call was not a foul.  How insane is it to say, "There's a flag on the field ... No there isn't ... followed by the black hole ...".  I'll even accept that the flag fell out of Junior's pocket running down the field.  

13. Personal Foul Review:
All personal fouls, including being blocked into a quarter backs legs, will be reviewed.  Personal Fouls can be overturned or they can result in immediate ejection under guise of unsafe play.

14. Elapsed Play Clock:
If 12 men on the field can reviewed .. so to shall an elapsed play-clock be review-able. To get defenders to jump off sides, quarterbacks use elaborate hard counts & in some instances manipulating the system by use of an expired play clock. 

15. Un-catch able vs. Pass Interference:
Any ball landing outside the wide stripe of the "Out of Bounds", cannot be ruled as being catch-able, and as such cannot be rewarded as a spot foul penalty pass interference penalty against the defense.

17. Play Clock Control:
The play clock can be stopped, by an external review.  The review shall ensue even during a commercial format.

18. The long term decisions made within any franchise need to be based upon the leagues aggregate play rather than on the focus of 3 teams within your division that are based upon almost 40% of your seasons scheduled games.  In a 17 game format, the playoff Tie Breakers, in the event of a won-loss tie within a division, conference wins shall prevail (9 total games), followed by non-conference games (8 total games), followed by any divisional won-loss record {December 9, 2019}.

19. Although each division winner is entitled to a playoff seed, it no longer entitles that division winner a home playoff game.  Seeds 1 through 6 are to be strictly based upon tie breakers.  Seeds 1 & 2 will will be awarded home games in the 2nd round of the playoffs, where seeds 3 & 4 will be awarded a home playoff games in round 1 of the playoffs versus seeds 5 & 6.   {December 9, 2019}

20. No Division Game shall be scheduled after week 13 {December 5, 2019}.

21. To slow play, specifically in the event of a a running play clock, players fake injuries to stop both the play & game clocks.  This stolen time can be used for preparation & is an effective way to rest players, etc.  Regardless of injury on the field, after any play, the ball shall be spotted, where the 25/40 second play clock shall be allowed to wind down a running game clock, and only then shall the game clock be stopped.  Attending a player on the field shall halt play on the field, but not halt a running game clock.  In the event of an injury on the field requiring attending by a team official(s), delay of game shall not be accessed, where once removed from the field, the official will then restart the game clock, issuing 5 seconds on the play clock.  

22. Outlawing "Stiff-Arms":  A runner making contact, with a defenders face mask that is attempting to make a tackle, that shifts the runners force to the defenders head shall be accessed a 10 yard penalty.  If the mask is grasped, a personal foul shall be accessed resulting in a 15 yard penalty.  "Stiff-Arm's" transfer the momentum of the runner to a defenders head, changing that players center of gravity, which can result in excessive stress upon that defenders neck, which can only be dissipated only if that defender center of gravity is free to be changed.  As such, Stiff-Arm's are considered unsafe play (December 9, 2019).    

23.  Any personal foul shall not be affected by 1/2 the distance to the goal line if 15 yards can be marked off.  At minimum  the ball shall be placed at the 1 yard line.  If the ball is at the 18 yard line, the personal foul shall move the ball to the 3 yard line.  If the ball was at the 15.5 yard line, the ball shall be placed at the 1 yard line.  (January 6, 2020)
