For decades we've watched coaches call time out just prior to the ball being snapped on a field goal attempt to ice the kicker, as they say.  In some instances, if timed correctly, it could force the kicker to place kick the ball twice, where the snap ensues due to the timing within calling for a time out.  Often we see the first kick sail through the uprights having the 2nd attempt sail or flail into an unsuccessful attempt.  For the coach calling that time out, it makes that call look like a genius move.  However, not all attempts are made with 3 seconds left in regulation, for that final attempt, where a new rule change should be considered.  In other words, coaches use those very valuable time outs as throw away decisions where it is time that we put some weight back on those decisions. 

What if we were to allow one un-timed down, both in regulation & in overtime (like a brand new game), for having held at least one of those time outs in reserve.  In other words, as a team is trying to advance the ball toward a score, where the remaining time expired, we allowed that final timeout (regardless of how many that you have remaining) to be called with 0:00 time left on the clock for one final play. 

Take the following for example.  You've saved at least one time out in reserve.  A field goal was just registered against where you're now behind by 1 point but there's only 18 seconds left on the clock.  The ball is kicked off where you waive off returning the ball in favor of starting at your own 25 yard line.  As you matriculate the ball up the field, using the sidelines to stop the clock, you instead end up getting tackled in bounds maybe due to forward progress where the clock expires to 0:00 seconds on the clock.  Maybe you even tried to lateral the ball several times trying to advance up the field only to be caught in bounds with no time left on the clock.  It really doesn't matter but now with that last time out, you are allowed to run an un-timed down ... a final attempt at the end zone ... or a final place kick of 68 yards to eradicate a 1 point deficit.    

In any regard, it would place a greater emphasis on time-outs into directing the game back into playing the game of football rather than to waste every ones time in using your most precious resource on the wasteful notion of icing a kicker.
