Deterrent NOT!!! December 25, 2022
NFL penalties are supposed to act as a deterrent to illegal play & all nefarious activity that might occur in the field of play.  Not!   

The NFL needs to modify its rules in regards to penalties that occur on touchdowns.  The rule of accessing a penalty on the very next play can destroy the deterrent & if it is not corrected at the next NFL rules change meeting ... someone is going to pay a very heavy price indeed. 

Yesterday, Kirk Cousins threw his first touchdown to T.J. Hockenson where he took a hellacious hit to his lower body that immediately drew a personal foul lag.  It should have provoked an ejection as Kirk Cousins is lucky to not have been seriously injured on that play being hit just above the knees which awkwardly snapped his entire body to the ground.  The problem here is that there was no "real deterrent" assigned with that "potential career ending" personal foul penalty ... of any effect whatsoever ... as it turns out.

Although that penalty could have been accessed on the extra point try by moving a 2 point conversion 1/2 the distance closer to the goal, at that point in the game, taking the 1 point conversion (the 7 points) made more sense.  Instead the 15 yard penalty was accessed on the kickoff moving the ball from the kickoff teams 35 yard line to mid field.  Since almost all kickoffs have essentially been nullified as touchbacks, which have become the norm in the NFL, the 15 yard major assessment was in effect nullified or cast out as mute.  The NFL's greatest deterrent ... less defensive pass interference ...  castrated into absolute nothingness.  Which leads the question. "Does the NFL have an active interest in protecting its players or is it about all about loopholes of misbehavior?"     

When a penalty occurs on a successful touchdown play ... especially a 15 yard personal foul ... a third penalty option should be granted after the kickoff, where the coach is given the option of assigning the penalty after the kickoff.  In other words, if after the kickoff from the 35 yard line, if a touchback is granted, the ball should be moved from the 25 yard line to the 10 yard line accessing the 15 yard penalty after the kick.  If the kickoff is returned to the receiving teams 43 yard line, the ball would be moved back to the 28 yard line.  If the ball is kicked out of bounds, instead of starting at the 40 yard line, the ball would be moved back to the 25 yard line.  However, if this penalty option is chosen, and the kick off is retuned for a touch down, and there are no other penalties that occur during the kick, that returned touchdown would count, however the team that returned the touchdown would have that penalty access on their kickoff which would move the ball from their 35 yard line having the kickoff moved to their 20 yard line.  In other words, as some point, the net affect of the penalty deterrent would remain in effect.
